The Justice, Rights and Value Fund

The Justice, Rights and Value Fund is comprised in the Multi-Financial Framework 2021-2028. It is the result of the merging of three funding programmes from the period 2013-2020: the Justice programme, the Rights, Equality and Citizenship programme and the Europe for Citizens programme. 

The Justice, Rights and Value Fundis divided into 2 separate programmes: the Justice programme and the Rights and Values programme.

1.     Justice programme

Budget

The Justice programme has a total budget of EUR 305 million (in current prices). 

Target goals

The target goals include:

  • Facilitation and support of judicial cooperation in civil and criminal matters, promotion of the rule of law, effectiveness and enforcement of national justice.
  • Support and promotion of judicial training, and fostering a common legal, judicial and rule of law culture.
  • Facilitation of effective access to justice for all, effective redress, efficient civil and criminal procedures, and the promotion and support of victims’ rights as well as suspects or accused persons’ procedural rights in criminal proceedings.

What’s new?

  • Simplified structure: the Justice, Rights and Value programme embodies the Justice programme and the Rights and Value programme, which provides a single entry point for applicants, removing obstacles for funding.
  • Simplified measures, e.g. lump sums; flat rates and unit costs, will be sought in the implementation of the Justice programme.

2.     Rights and Values programme

Budget

The Justice programme has a total budget of EUR 600 million (in current prices). 

Target goals

The target goals include:

  • Protect and promote equality and rights, including those of people with disabilities; combat inequalities and discrimination.
  • Promote democratic participation and cultural heritage.
  • Fight violence against “groups at risk”, including people with disabilities.
